What makes a question plain tex versus latex? Does it really matter?
We have two tags that try to separate the differences:
tex-core is about format-independent questions involving TeX the language, and so it can be used for LaTeX questions involving TeX primitives.

Why is there an {untagged} tag?
Every question has to be tagged, but it's possible for all valid tags to 'vanish'. This is most obviously true for migration but can also occur if tag cleanup removes a tag. In these cases questions ...

Note that you can not actually use plain tex in latex. plain is a different format defined in plain.tex which is not input into the latex format. There are of course some macros with the same name in ...

TeX and derivatives tags
The tagging approach taken here is quite deliberate. Whilst TeX-sx covers the TeX world generally, LaTeX is by far the dominant format in use (plain TeX and ConTeXt are much less widely used). As such,...

Is it appropriate to add a tag that applies to the accepted answer rather than the question?
The general position has always been that tags are about questions, not answers. So tagging because an answer (accepted or not) uses a particular package has not been regarded as desirable.

Tagging the index package as opposed to indexing in general
I think that index should be made a synonym of indexing, and index-package should be created for the package, as barbara suggests. This is similar to the situation with citing and cite-package.
